<p><em><strong>Editor&#8217;s Note:</strong> This is part one of an exclusive sit down I had with Hideaki Watanabe, Nissan&#8217;s Division Manager of their Global Zero Emission Business Unit, at last week&#8217;s <a href="http://gas2.org/2009/11/13/nissan-ceo-says-their-electric-car-strategy-is-unique-in-industry/" target="_blank">U.S. debut of the LEAF</a> in Los Angeles. Part two will be devoted battery leasing, part three to the quietness and safety of EVs, and part four to the different zero emissions directions of Renault and Nissan within their alliance.</em></p>

<p>The Renault-Nissan Alliance&#8217;s strategy regarding battery swapping has been somewhat unclear to the public as of late. On the one hand, <a href="http://www.greencarcongress.com/2008/01/renault-nissan.html" target="_blank">Renault has partnered with battery swapping stars Better Place</a> in Israel to develop a purpose built car for the Israeli battery swapping market. On the other hand, Nissan has largely ignored other battery swapping markets and has remained quite non-committal in those areas.</p>
<p>In a rather open conversation with me, Hideaki Watanabe,  Nissan&#8217;s Division Manager of the Global Zero Emission Business Unit, explained why.</p>

<p>Back on the campaign trail last year, President Obama set a <a href="http://www.hybridcars.com/incentives-laws/obama-calls-for-1-million-plugin-hybrids-0805.html" target="_blank">goal of having 1 million plug-in hybrid and electric cars</a> on US roads by 2015. Since the campaign promise, the Obama administration has made available billions of dollars for the development of <a href="http://gas2.org/2009/03/19/president-obama-announces-24-billion-in-funding-for-electric-vehicles-and-plug-in-hybrids/" target="_blank">plug-in hybrids, electric cars</a>, and <a href="http://www.whitehouse.gov/the-press-office/president-obama-announces-34-billion-investment-spur-transition-smart-energy-grid" target="_blank">smart energy grids</a>—mostly for the ultimate goal of actually reaching 1 million plug-ins on the road by 2015.</p>
<p>Last Friday, at the Los Angeles unveiling of the upcoming Nissan LEAF electric car, Nissan CEO Carlos Ghosn indicated that the president&#8217;s goal of 1 million <a href="http://gas2.org/2008/04/23/affordable-electric-cars-coming-to-us-in-2009/">electric cars</a> was quite obtainable, in fact he said that number will be easily surpassed.</p>

<p>In Los Angeles this morning, at the United States unveiling of the <a href="http://gas2.org/2009/08/02/nissan-unveils-first-electric-car-design/" target="_blank">Nissan LEAF</a> electric car—set to hit showrooms in late 2010—Nissan CEO Carlos Ghosn was enthusiastic and clearly proud of the position the Nissan-Renault Alliance has taken as a leader in the development of <a href="http://gas2.org/2008/04/23/affordable-electric-cars-coming-to-us-in-2009/">electric cars</a> and charging infrastructure.</p>
<p>&#8220;The LEAF is a new paradigm of the car,&#8221; said Ghosn. &#8220;LEAF represents a totally new transformational technology that will change the way people drive, use, and power their vehicles. And the time is right for this breakthrough.&#8221;</p>

<p><a href="http://gas2.org/2009/10/16/ford-standing-proud-as-us-hybrid-sales-come-on-strong/">Ford Motor Company</a> and Azure Dynamics have teamed up to introduce a battery electric commercial van called the Transit Connect. The electric van will be available in America and Canada beginning in 2010 and is the first vehicle to be produced as part of Ford&#8217;s accelerated electric vehicle strategy. Azure will integrate its Force Drive battery electric drive train into the van and Johnson Control-Saft has been selected as the lithium ion <a href="http://gas2.org/2009/08/05/obama-unveils-largest-ever-investment-in-advanced-batteries/">battery cells and battery packs</a> supplier. The Transit Connect van is being marketed for fleet and retail use.</p>
<p>What Ford has not brought to market is their <a href="http://gas2.org/2008/06/13/prototype-ford-escape-plug-in-hybrid-88-mpg-on-85-ethanol/">Ford Escape Flex-Fuel Hybrid</a> which they have been working on for close to a decade. I actually drove one in a car rally in upstate New York two years ago (it was a great car) but the company discontinued its work claiming that there was no demand. How quickly times change.

		<description><![CDATA[<p><img class="alignnone size-full wp-image-3788 alignleft" style="float: left" src="http://go635254.s3.amazonaws.com/gas2/files/2009/10/president_obama_and_secretary_chu.jpg" alt="" width="250" height="178" />Attendees at a recent alternative fuels gathering in Washington are <a href="http://www.biofuelsdigest.com/blog2/2009/10/13/doe-secretary-chu-breaks-with-obama-over-energy-policy-aviation-turns-to-china-for-biofuels-capacity-development/" target="_blank">reporting</a> that US Secretary of Energy Steven Chu remarked, &#8220;If it were up to me, I would put every cent into <a href="http://gas2.org/2008/04/23/affordable-electric-cars-coming-to-us-in-2009/">electric cars</a>,&#8221; when referring to the way stimulus dollars should be distributed. With a focus on alternative and renewable fuels, the group was obviously shocked at the concept.</p>
<p>If this statement is being represented accurately, it would not only put Chu directly at odds with Obama administration policy, it would mean that he doesn&#8217;t really believe in how his department is distributing their <a href="http://www.energy.gov/recovery/" target="_blank">$36.7 billion dollar slice of stimulus funds</a>. The statement would also contradict Chu&#8217;s <a href="http://gas2.org/2008/12/14/steven-coal-is-my-worst-nightmare-chu-obamas-energy-secretary/" target="_blank">previous stances</a> on biofuels development. Comment from DOE was not immediately available, but I&#8217;ve got a request in to confirm or deny the statement as accurate. I&#8217;ll update as soon as I hear word.</p>

<p><em>Update 8:00 PM Pacific Time 10/13/2009:</em> DOE&#8217;s Director of Public Affairs, Dan Leistikow, responded to my request from earlier today in an email, saying &#8220;I can&#8217;t verify the quote the blogger is using from an undisclosed source at an undisclosed meeting, which is at best wildly out of context.&#8221; He also added, &#8220;Anyone who has spent five minutes listening to Secretary Chu also knows he is one of the country&#8217;s staunchest advocates for pursuing a broad portfolio of clean energy research, and has warned against investing all our resources in a single technology to the exclusion of all others.&#8221;
